Efter toppmötet i Helsingfors, har EU beslutat skynda på utvidgningen österut. Detta innebär att lagarna måste harmoniseras med de nya medlemsländerna. Bland mycket annat har EU-kommissionen utfärdat ett direktiv (1997:114) om ändring i upphovsrättslagen, där skyddstiden förlängs till författarens livstid plus 120 år. Denna mycket långa skyddstid hävdas nämligen av Tjeckoslovakien, och som alltid är det den längsta tiden som måste gälla. Samtliga länder inom EU och EES uppmanas omsätta direktivet i nationell lagstiftning senast den 1 juli 1997. Justitieministrarna i de nordiska länderna har lovat att göra sitt bästa för att snabba på processen.
Som en konsekvens, blir det praktiskt taget omöjligt för Projekt Runeberg att fortsätta sin nuvarande verksamhet. Bara författare som dog före 1877 skulle vara tillgängliga, och de är helt enkelt inte litterärt intressanta. I stället satsar vi nu på att roa vår publik med material från nytt håll: ett datorprogram har skapats, som kan producera vilka texter som helst, utan några krav på upphovsrättsligt skydd. All gammal nordisk litteratur har tagits bort från vår server. Inledningsvis presenterar vi tre verk på svenska:
Det är givetvis slående att Tjeckoslovakiens extremt långa skyddstid inte uppmärksammades 1995, när den upphovsrättsliga skyddstiden inom EU förlängdes från 50 till 70 år. Från ansvarigt håll inom EU erkänner man att i det längsta hoppats på att Tjeckoslovakien skulle ge med sig, men president Vaclav Havel har stått på sig och ställt detta som ett ultimatum för inträde i unionen. Den förre diktaren och dramaturgen menar sig slå vakt om sin nations nuvarande och tidigare författare, bland vilka man märker storheter som Jan Neruda (1834-1891), Franz Kafka (1883-1924) och Karel Capek (1890-1938).
Projekt Runeberg, som redan tidigare utgjorde ett avant-garde inom tekniken att publicera litteratur (jämför debatten om print-on-demand och den fysiska bokens framtid), går nu ett steg längre och onödiggör även författaren. Det är en tragisk, men logisk konsekvens av den nya lagens utformning.

After the recent top summit in Helsinki, the European Union has decided to speed up its expansion towards the east. This implies the harmonization of laws with the new member states. Among many other things, the Commission of the EU has issued a directive (1997:114) on a change in the copyright law, where the protection term is extended to the lifetime of the author plus 120 years. These very long protection term is used in Czechoslovakia, and the main principle is always to follow the country having the longest term. All countries within the EU and the EEA are prompted to implement the directive in national law as of 1 July 1997. The ministers of justice in the Nordic countries have promised their best efforts on this matter.
As a consequence, it will become practically impossible for Project Runeberg to continue its present activities. Only authors who died before 1877 will be available, and they are simply not literary attractive. Instead, we will now aim to please our audience with material from a new source: a computer program has been designed, that can create texts on any matter, with no claims on their protection by copyright. All traditional Nordic literature has been removed from our server. To begin with, we present three texts in Swedish:
It is surprising that the extremely long protection term applied in Czechoslovakia was never mentioned in 1995, when the copyright protection term was extended from 50 to 70 years. From leading positions in the EU, we have heard that they long hoped for Czechoslovakia to comply with west European standards, but president Vaclav Havel was very prompt on this issue, making it an ultimatum for joining the union. The former poet and playwright intends to protect his country's present and earlier writers, among which great men like Jan Neruda (1834-1891), Franz Kafka (1883-1924), and Karel Capek (1890-1938) can be found.
Project Runeberg, already an avant-garde in the technology of publishing literature without printing and distribution, now goes further to also abolish authors. This is a tragic but fully logical consequence of the way the new law works.
